I don't do it on a regular basis, but from the South Side 18th street isn't so bad as a route up the hill and it puts you right there. It's a long climb but Mt. Oliver is up high so you are going to have to climb something.

This is how I would go.

Highlights are: Millvale bridge, devonshire-ellesworth, Junct'n Hollow, hot metal bridge, josephine, then 18th..

depending on where in Mt. Oliver you're going, Josephine (making a left) to Arlington works too. Although Josephine is a bit narrow.
