I would assume they log the driver in a DB and if they continue to get reports they investigate.

What would it take for us to have such a list? What would we need for 40 North that's all that different from 35 North?
And yes, they have potholes in Charlotte. They might not have as much snow, but it does go below freezing fairly often, and that's all you need.
