Truly there's wisdom in this. If leaving the scene carries a lower penalty than DUI, then a person who is actually UI has incentive to leave the scene.
I looked into this a while ago on another thread and I believe the penalties for drunk driving causing an accident are already less than hit and run where there is an injury, in PA.
Yeah, I suspect it's less about the penalties in the law and more about convincing the DAs to charge and judges to sentence appropriately...
