Seems to me it would be possible to stack these and add a staircase, in essence doubling the available space.

Secure Bike Storage Downtown -- reserve your spot now!
Here's the deal. The Century Building (located just opposite Bossa Nova, on Seventh Street, between Penn and Fort Duquesne Blvd.) has renovated two shipping containers and outfitted them with a secure access system (key fob). Inside each are 13 vertical bike racks.
A $100 "subscription" will get you access to a reserved spot for a year.
There are only 26 spots available in all, and more than half of them have already been spoken for.
If you want a safe (or relatively safe) place to park your bike downtown, act now. When I talked to them earlier today I was told they only had about 10 spots still available
