where downtown? if it was a support pole for an awning or something, it could be at the building's security desk.
was it more orange than red? Or more red than orange? I saw a dark orange, near red bike this afternoon in market square with white drop handlebars being ridden by a homeless-looking middle-aged man, who looked like he didn't know how to stop on it (his foot was near the ground, ready to manually brake if necessary). Not sure about the tires, I wasn't looking at them too closely.
I saw this bike on the North Side around 11am. It was on the sidewalk under the fort Pitt bridge near where the pedestrian ramp is. I picked it up and put it over the raling next to some bushes. I was going to the Pitt game and thought I'd post about it when I got home. About an hour later a few homeless looking guys (1 white, 2 black 30's 40's)had it and another bike and were siting at the benches a few feet from there. The bike is missing it's front wheel and the front brake has been ripped off, but otherwise the bike looked ok. In addition to your description, it had black and silver 'cage' pedals.
