What to do Next?

I was riding home from work last yesterday and while I was riding on Frankstown Rd. in Penn Hills probably about a quarter mile before the big intersection by Get Go and a carolina blue station wagon pulled up behind me and honked its horn at me. I turned around and looked at him but just kept going holding my line because at that portion of the road there is no shoulder so I didn't feel safe sharing the road. A few seconds later the car flew by me with no more than 1' of space for me, close enough I could have kicked him and done some damage. I got his license #. I assume I should report this to the PHPD, but did he technically do anything illegal? I know the 4' passing law seems close to being passed but isn't yet.

it's still unsafe passing distance, which you can report. I don't know that they'll do anything though

It'd be a subjective call, but basically you could assert that the driver didn't exercise care in properly yielding to slower moving traffic and safely overtaking said slower moving traffic. If you have to adjust your direction and speed in defense of their movements to pass you, then I believe they should be cited.

It's an unsafe pass, clearly intentional, possibly reckless endangerment -- in a different enforcement regime :( . Report it, if only just in case he actually clips someone and runs away in the future.

just curious, would dvilliotti need to tell the PHPD that he was on a bicycle? It's not a safe maneuver to pull on any vehicle, so would specifying make any difference?
