Hm. At least he was administered the test - it wasn't swept under any rug at THAT level. It is curious that a judge was the weak link here, not a cop covering a fellow officer or whatever.

@ALMKLM: He wasn't a city cop. I also suspect that the city police are instructed to do sobriety tests for every moving violation/accident in the South Side.

I've seen the name Judge Jeffrey Manning a lot, but I haven't seen him associated with such corrupt-appearing decision before. One might think, a judge would value having a good name.
