Recycling being placed in bike lanes

Saw this on the way to work this morning.  Please see the attached pictures.  This occurred on Beechwood Blvd in Squirrel Hill, between Colfax elementary and the entrance to the Frick Environmental center. http://imgur.com/a/2nR7b (I couldn't upload the pictures for some reason) Is this legal to put this stuff on the bike lane?  It was pretty consistent through the street.  It wasn't as if one person was doing it; all the houses on that stretch were doing it.

Probably not. Not supposed to put trash, etc for pickup on the street. I'd report it to 311 and call the local councilperson. Is it Dan Gilman?

What happens is, a trash pickup person goes down the street and moves everything to the street for easy pickup. Then the truck comes by. It's not there that long. But it shouldn't be in the bike lane, you're right.

Okay so the Pittsburgh workers are actually moving that stuff out to the street.  Interesting.  Is this worth complaining about?  it literally blocks the bike lane.

Why not?  Complaining is cheap. I'd start with city councilperson.
