Call for Action: Increase $$ for Ped/Bike Safety

The League of American Bicyclists has put out a call to action in support of a Senate Bill that proposes increased funding for pedestrian and bicycle safety. Pennsylvania is a typical state, in that approximately 12-14 percent of the serious injuries/fatalities on local roadways involve pedestrians or cyclists. Pennsylvania is also typical in that they spend less than 1 percent of their federally provided Highway Safety funding to address the safety needs of pedestrians and cyclists. A request is being criculated by the League of American Bicyclists to encourage Senate support (in the form of co-sponsorship) of a Senate Bill that would require States to allocate a portion of their Highway Safety funding to non-motorized users of the roadway. The details can be found below. The link for contacting your elected representative is here: http://cqrcengage.com/lab/app/write-a-letter?1&engagementId=32449 Please share this with your walking and biking friends, neighbors and co-workers. This is important. Take Action: Toward Zero Deaths Joy Covey helped catapult Amazon.com from a small company to a global powerhouse. But, earlier this year, on a bicycle ride in San Mateo County, Calif., she was struck by a delivery van and killed. She was 50 years old. Joy is one of hundreds of men and women killed while bicycling or walking on our streets each year. This has to change -- and a one-sentence bill in Congress could do it. Please contact your members of Congress today to ask them to co-sponsor H.R. 3494 / S. 1708, which requires the US Department of Transportation (USDOT) and state DOTs to account for and work to reduce bicyclist and pedestrian deaths. Take Action Here Last week, the National Highway Traffic Safety Administration (NHTSA) confirmed that biking and walking fatalities have continued to increase – now representing 16.3 percent of all traffic deaths and a total of 5,469 people killed. Last year, Congress mandated the US DOT to set performance goals, including safety goals. We believe that those goals should include a plan to make biking safer. However, the US DOT has refused to set a safety goal for non-motorized transportation. Congress doesn't agree: Members of the House and Senate, from both sides of the aisle, have introduced identical bills specifically requiring US DOT to set a goal to reduce the deaths of those biking and walking. The Bicycle and Pedestrian Safety Act states clearly that the lives of all roadway users are important -- and creates accountability toward ending needless deaths. It gives US DOT the flexibility to determine the best method to meet these safety measures, and calls on our leaders to reduce the number of people biking and walking who are killed or injured on our streets every year. It’s time that we all stand together to say that the deaths of bicyclists and pedestrians deserve to be counted and prevented, too. Please help us build the momentum for this important legislation by contacting your members of Congress to ask them to co-sponsor these bipartisan bills. Without it, people who bike and walk, like Joy, will remain in the blindspot of our transportation system. Join this effort, and tell your lawmakers to vote for these straightforward, bi-partisan bills. Take action. The League has also compiled a media packet for advocates to use in their local communities -- click here for more information: http://bikeleague.org/content/support-bicycle-ped-safety-act

Rep. Keith Rothfus got back to me on this today. Here is his email, verbatim: Dear Mr. Strickland: Thank you for contacting me about H.R. 3494, the Bicycle and Pedestrian Safety Act. It is good to hear from you, and I appreciate the opportunity to respond. As you may know, H.R. 3494 was introduced by Representative Earl Blumenauer [OR-3] on November 14, 2013. Currently, the bill awaits action in House Committee on Transportation and Infrastructure. Although I do not sit on this committee, I will be sure to keep your thoughts in mind in the event that the legislation is considered by the full House of Representatives. Thank you again for contacting me about this important issue. It is an honor to represent you and Pennsylvania’s Twelfth District in Congress. If you have additional thoughts or concerns, please do not hesitate to contact me. Sounds familiar... --- Dear Todd, Thank you for contacting me about pedestrian and bicycle safety. I appreciate hearing from you. As you may know, Senator Jeff Merkley (D-OR) introduced S. 1708 on November 14, 2013. Among its provisions, this measure would amend existing laws to require that the safety of non-motorized forms of transportation, such as cycling and walking, also be considered as part of the Highway Safety Improvement Program. I value your input on this bill, which is currently pending before the Senate Committee on Commerce, Science, and Transportation. Although I am not a member of this committee, please be assured that I will keep your views in mind should S. 1708 come before the full Senate. Thank you again for your correspondence. Please do not hesitate to contact me in the future if I can be of assistance. Sincerely, Signature Pat Toomey U.S. Senator, Pennsylvania (I guess it's better than than the email I got from him today saying he's "right there with me" in opposing the ACA, which is apparently because his wife is too dumb to operate the web site or something.)

Ugh, I hate Pat Toomey He's like a republican caricature and his newsletters alternate between supporting the vets, supporting Israel, and telling us what a jackass Obama is for vague FOX news reasons From his last email: "These enrollment numbers are further evidence that the President's health care law is a train wreck. Even more troubling, millions are losing health coverage they like because the President deemed those plans inadequate and failed to make good on his promise that "if you like your plan, you can keep it." Seems to me like more of an indication nobody could use the damn website (email is from Nov 15th) Matt Bors has a pretty good response: https://medium.com/matt-bors/86a2997abf06 But back on topic... nothing gives me the feeling of democracy like a vague form letter response that doesn't really address any specific points bought up and is often in exact contrast to everything I said

Heh, I just saw the website thing in my email from him too. In fairness to his wife, the website is still pretty crappy. Instead of blaming Obama though, she should be blaming her husband and the rest of the GOP for kicking themselves off the government pooled healthcare

The surprising, or actually not so surprising, thing about Toomey is that he's been heading to the left pretty steadily since he got elected. Sure, he has a long way to go. But he supported, for example, ENDA, the Employment Non-Discrimination Act. And he's been helpful on immigration. Word is that he's worried about re-election in blue Pennsylvania, as well he should be. So he might be more receptive than you think on this sort of issue.
