I would be really surprised if this gets beyond a nahhh-this-can’t-possibly-get-beyond-this-stage stage. Such stage would be for the police to win in court, and for the police to win on appeal.
Here, as toothless as the Citizen Police Review Board (CPRB) is, I do think it helps keep the stupidity level in check, at least for City of Pittsburgh. Bets are off outside the city, but OTOH the chances of idiocy occurring on a large scale are limited by the size of the municipality, the police force, and the comparatively small number of cyclists.
I have too much respect for Pittsburgh cops to believe this could happen here. However, I have had a very extensive, loud, one-sided conversation with a PGH policeman on the operation of his motor vehicle proximate to my bicyle. It’s all good. I’m still here.
