Much like a threadless steerer tube, a threadless steerer tube has to be covered all the way up as well.
What this person has done is left the steerer tube long and filled the gap with spacers. Notice his bars are at least level with his saddle. That’s pretty high, hence the stem and long steerer tube.
Typically a threaded steerer tube is cut just long enough to use one spacer and accommodate the locknut and top race.
