To build a quicker urban mountain bike, you need, as you are planning for, a rigid frame and fork and relatively skinny, slick tires. Gear-wise, I’d go for about 65 or 70 inches, but that’s a personal decision. If you have a bike presently, pick a gear and ride around in it all the time to see what you can deal with. This being Pittsburgh, you’d do well to buy fenders as well.
