The High Cost of Free Parking

This book argues that most cities don’t charge enough for parking. Low parking fees only encourage more car use. Jim, bikes don’t get charged because they can lock to anything that is not “private property.” How would you possibly regulate that? Not to mention bikes have no negative externalities associated with them, and are generally something governments want to encourage more people to use. Pittsburgh’s just catching on.
